Set up the owner area
This one-time enrollment creates the first company-owner credential. It does not create a session; you will sign in separately after setup.
Enrollment only succeeds when the server has an explicitly configured bootstrap secret and the supplied value matches. An absent, invalid, or already-consumed setup stays closed.

This secret is checked on the server and is never shown back in the response.
